Executive Vice President, Corporate Growth Strategies & Legislative Affairs


Stebin Horne is the Executive Vice President of Corporate Growth Strategies and Legislative Affairs for CareSouth and has been with the company since January, 2009.  Prior to joining CareSouth, he was a partner in Horne Law Group and President of Empire State Title Company, a transactional law practice based in Macon, Georgia.

Mr. Horne is responsible for mergers and acquisitions, alliances, expansion and growth strategies and partnerships. He is also responsible for directing specific corporate management functions regarding legislative affairs.

Mr. Horne has been involved in Legislative and Government matters both as an elected official and as a practicing attorney.  At the age of 27, Mr. Horne was one of the youngest city councilmen ever elected in Macon, Georgia.  While there he served on the Macon Water Authority and assisted in the development of new industry throughout middle Georgia.

Mr. Horne received his BA from the University of Georgia in 1997.  He attended Oxford University in Oxford, England and Mercer University's Walter F. George School of Law, where he earned his Juris Doctorate in 2000.
